Tamworth Regional Council liveable communities director Gina Vereker said the project is progressing through the ranks.
"The project plan that they have endorsed relates to repairing the building so that it can be used for an artist in residency," she said.
"They are currently talking to the new contractor too, because council may or may not be aware originally John Holland was the contractor - it is now UGL and they are in discussions with TFNSW as to what's required to repair the building.
"As part of that, they are engaging specialists and will look at whether there's any specific issues with the building so it can be made safe and suitable for residency."
The project has been in the works for some time now, spearheaded by former councillor Juanita Wilson.

Cr Helen Tickle said she felt it was important to make sure the artist in residence concept came to life.
"It will be active reuse of a very important historic building, that's the main purpose and it presents other opportunities with artists of all creative pursuits," she said.
"These are pieces of our history and once they're gone, they're gone."
A TFNSW spokesman said the final designs aren't yet completed, but major structural changes to the building aren't expected.
"As a part of our due diligence, TFNSW is undertaking the necessary investigations to ensure that the site is safe for its proposed future use," he said.
"This includes understanding any contamination or hazardous materials issues that apply to this site and developing appropriate remediation options, if required.
"These investigations are ongoing and are an essential part of this process. Resolution of these matters will determine when works can commence."
It's unclear whether the building will be leased to an organisation or the council.
