Tamworth Regional Council's (TRC) sustainability strategy is up for renewal after it spent the last four years improving its own emissions data and establishing a baseline.
Cr Helen Tickle said it was encouraging to see the progress the council had made.
"The community would be pleased to read this report and note the further advancements that we're making," she said.
"Everyday practically there is something new, new advancements and new science.
"I have every confidence in our council that we can do it and be a sustainable leader in these practices."
Adapt NSW climate predictions for the region indicate an increase in temperature variables, changes to rainfall patterns and increased fire weather risks.
The local strategy will be developed ready for review after the September 4 election.

Cr Russell Webb said people looking at it logically wouldn't think net-zero emissions is doable and the council shouldn't chase an "unrealistic goal".
"Energy has not become more affordable because of renewables, it's gotten dearer," he said.
"Doing all the things they are talking about means some people will not be able to afford motor cars or pay their power bills.
"I'm not one for rushing into the carbon emission reduction stuff, the rest of it is fantastic."
The motion was carried.
