Organiser and Kootingal Lions Club member Lee Rodger said they had made the decision to shift the date to late November before Thursday's announcement of an end to lockdown.
The event will involve a large gathering for opening night.
"Our major concerns were that it would not be permitted at all,' she said.

"Here we are just two days away from the days where entries were due in and we've had a lot of expressions of unease from entrants about it and I think there will be a lack of ease in the community as well about going out."
The event was to occur on October 8 at the Chaffey Street hall in Kootingal. It will now kick off on November 26 and end on November 28.
Many entrants travel from Sydney or the coast to enter the competition. She said it was important to shift the even back to November to wait for a higher vaccination rate.
The arts show is one of a handful in the Tamworth region to pay winners, and 2021 will be their first dedicated youth section.
