The man, who cannot be named for legal reasons, appeared in person in Tamworth Local Court this week to apply for his drivers licence to be reinstated.
Magistrate Julie Soars dismissed the application, and ordered the suspension to continue.
The court heard the Tamworth man lost his licence in the days following the deadly crash on Thunderbolts Way, which claimed the lives of a young girl and and elderly woman, on September 26 last year.

Defence barrister Steven Doupe told the court he would need to "satisfy Your Honour that it is exceptional circumstances" for the application to be successful, which Ms Soars ultimately rejected.
A copy of the police facts relating to the crash as well as the man's traffic records were tendered for Ms Soars to consider.
"There are two deaths here, there could be two consecutive, theoretically, disqualifications," Ms Soars said.
"Theoretically, yes," Mr Doupe replied.
The man is accused of driving dangerously and causing the deaths of two people. It's the police case that he was behind the wheel of a four-wheel-drive towing a campervan when it crashed into an oncoming sedan near Nowendoc.
The court heard the case would be ready to proceed shortly, after the charges against the man were certified, or confirmed by the Crown. He has not been required to enter pleas.

"It should be ready for trial, Your Honour, subject to ongoing negotiations," DPP prosecutor Max Dixon told the court, asking for a short adjournment, which was granted by Ms Soars.
The accused has been charged with two counts of dangerous driving occasioning death.
The allegations relate to the deaths of a young girl, who was a backseat passenger in the four-wheel-drive, and a woman aged in her 70s, who was driving the sedan. Six other charges are listed as back-up offences by the DPP.
The case has been previously described by solicitors involved as a "tragedy of the highest proportion".
The Tamworth man has been on bail since his arrest and his bail was continued.
