At present, the library sits at the front of the building, and there's a dancefloor in the back for events.

Draft plans show the redevelopment would extend the library's floor plan, with some of the hall floor remaining.

But the hall committee is worried about the proposal.

They've given the council a petition with 269 signatures from concerned residents in order to have their voices heard.

Committee president Pam Crayn said if the changes were made it would certainly be a loss to the town.

"It's a very well used hall, it's not like it sits there and doesn't get used." she said.

"We have the Anzac Day service, a dance group there three nights a week, another dance group one night a week, CWA once a month, we've had a wedding there, quite a few private parties, a few wakes, and cultural events."

TRC director of growth and prosperity Jacqueline O'Neill said community consultation for the library and hall redevelopment continues.

"We will communicate with residents, hall and library users early next week to inform them of the next steps in the project," Ms O'Neill said.

"We are committed to continuing our engagement with the community and delivering a cultural hub that has an accessible library space and flexible floor plan for all to enjoy."

Ms Crayn said numerous Tamworth councillors were in support of their mission, including Mark Rodda.

Cr Rodda said the hall was a "significant part of the local population".

"I understand the concerns of the Kootingal and Moonbi communities about losing such an important part of their community and heritage. To me changing the purpose of such a hall is an act of desecration," he said.

But the committee doesn't want to lose the library. Ms Crayn said it deserved a facility in its own right.

"The community uses both, and the community deserves to keep both," she told the Leader.

Cr Rodda said "they can have both surely".

"The Kootingal and Moonbi communities shouldn't have to choose between one or the other or be forced to accept something that they don't want for their memorial hall," he said.

The council held a community consultation period from March 12 to April 9.

TRC has listed the project goal on its website, to create a cultural hub for Kootingal with an accessible library space and flexible floor plan, lounge seating, makerspace activities, children's literacy groups and community events.
