Tamworth Regional Council (TRC) has passed its guide which determines what parks get all the bells and whistles.
The council manages at least 390 parcels of land totalling about 3000 hectares.
It requires strategic investment, given not all of them can be maintained to the same level, a report to the council written by TRC sports and recreation manager Paul Kelly said.
"Council acknowledges that it does not have the resources, nor does the community expect, all areas of open space to be serviced to one standard," he said.

The plan will be introduced from 2021 and the next step is to review the land the council does own to find out if there's a surplus that could be sold off.
It's expected funds from the sale of land could be invested back into the management of local parks.
