Tamworth Regional Council spent $60,000 on repairs this year, but the grand reopening came to a halt when a substantial crack was discovered in the pool.
Limited water supplies in the drought meant the council was determined to identify the source of the leak, but it took longer than expected.
Investigations involved considerable excavations on site that had to be fenced off for safety and restored.
In November, problems were identified with the 50-year-old sand filter that caused a shutdown of the filtration plans.
The issue was handled by a team of experts, including an engineering consultant, hydraulics specialist and specialist leak detection diver.
Council's sport's and recreation manager Paul Kelly apologised to Manilla residents at the time, he said the unexpected repairs could not have been foreseen.

In the off-season, the $60,000 worth of repairs that took place at the pool included broken pipes, repainting, reconstruction of a section of the deep end wall and minor works.
Another $32,000 was spent revamping the kiosk and amenities.
The pool reopens at midday on Thursday.
