Tamworth Regional Council confirmed some roads had reopened to drivers, but many are still shut off and covered in water.
Two new roads have been added to the watch list on Tuesday afternoon, with water lapping at Danglemah Road and Mulla Creek Road. Council staff are inspecting both routes and "extreme caution" has been urged.
Whitehouse Lane remains completely closed to traffic.

Scott Road reopened earlier on Tuesday, and Limbri Road had also been cleared for motorists.
Council reopened O'Briens Lane at Nemingha, Tregarthen Road-Dunoon Road at Moore Creek and Rushes Creek Road causeway near Manilla on Tuesday afternoon.
Wallamore Road is open at Westdale, but is still closed at the Tamgaratta causeway.
There has been no change for the following roads, which were closed early on Tuesday morning after the deluge of rain:
- Back Woolbrook Road
- Burgmanns Lane
- Daruka Road
- Davidson's Lane
- Duri-Dungowan Road at the causeway near the Loomberah Hall
- Limbri-Weabonga Road
- Warral Road
Tamworth council warned there is still water over the road at Fishers Lane, but levels appear to be dropping.
Emergency services have pleaded with the public to never drive, ride or walk through flood water, because it can quickly and unexpectedly turn deadly.
A moderate flood warning was issued for the Peel River in town at about 5pm on Tuesday.
Tamworth copped an intense downpour of rain overnight, with more than 94mm of rain dumped on the city since 9am Monday, according to the Bureau of Meteorology (BoM) weather gauge at Tamworth airport.
It marks the wettest 24-hour period for Tamworth since 2012.
Local residents took to social media to report the totals caught in backyard gauges.
An East Tamworth resident reportedly collected more than 100mm of rain, there was apparently about 106mm dropped at Kootingal, 99mm in South Tamworth, 96mm at Dungowan, 95mm in North Tamworth, and up to 97mm in Dungowan.
