The beef-processing plant could create 2700 jobs alone, and see 600 head of cattle processed everyday.
Other projects it will focus on include a protected-cropping precinct in Gwydir shire, alternative protein products from pulses, and an expansion of the Baiada facility in Tamworth, which would then process three million birds a week.
Some other ideas have already been proposed, such as the Werris Creek intermodal rail facility and an export airfreight facility and bonded warehouse at Tamworth airport.

Namoi Unlimited hosted a Zoom meeting to discuss its plans for the region on Monday, and more than 50 people listened in.
The joint organisation is partnering with Future Food Systems Cooperative Research Centre (CRC) to seek $2 million from the state government for an agricultural supercluster to boost agricultural opportunities and economies across the district.
Future Food Systems CRC chief executive officer, David Eyre, and chair Fiona Simson spoke during the online event, as well as Namoi Unlimited chair and Gunnedah mayor Jamie Chaffey.
One way or another we're going to make this work for our region because it's just what needs to be done.

Ms Simson said the project was a way to bring industry and government together, "to unite the visions and the passions".
"This is how we do it, and we hope we may be able to see some seed funding and get people together and provide those networks," she said during the meeting.
"But even without the seed funding, we can help locals who have visions and plans for their businesses."
Cr Chaffey said the plans were "visionary work" for what the region would look like in 10 years time.
"We are committed. One way or another we're going to make this work for our region because it's just what needs to be done," Cr Chaffey said.
"We have got to this point over, I think, eight years and we've been building up to this."
Member councils will work alongside the Future Food Systems CRC and research partners University of New England and the University of NSW to deliver the project.
Namoi Unlimited's member councils are Gunnedah Shire Council, Gwydir Shire Council, Liverpool Plains Shire Council, Tamworth Regional Council and Walcha Council.
