The preseason night clash between the Waratahs and the Reds is being billed as the "centrepiece" of the tournament and will be played on February 5 - a Friday.
Glen Innes product Alex Newsome vice-captained the Waratahs last season, while Gunnedah export Harry Wilson had a dream Super Rugby debut season for the Reds that culminated in his first Wallabies cap.
The sevens component of the Festival of Rugby is a selection and preparation tournament, organised by Australian men's sevens head coach Tim Walsh, ahead of the Tokyo Olympics next year.
NSW Rugby Union chief executive officer Paul Doorn said: "This is a fantastic event for country rugby and something we're really excited to be a part of.
"Throughout the last two years we've taken games across the state, ensuring a strong connection between grassroots rugby and the Waratahs."
Doorn said the preseason game "in the heartland of country NSW will be a great way to start our 2021 season".
"Whilst we maintain a fierce rivalry on the field, we're so pleased to be working with Reds on this great initiative to foster the growth of our game," he added.
Queensland Rugby Union CEO David Hanham said the Reds "love taking their brand of rugby to regional Australia".
He expects to see "plenty of fans of both states" in Narrabri.
The festival will include junior coaching clinics supported by the Classic Wallabies, while Wallabies and Queensland legend Tim Horan will host a rugby-themed "long lunch".
There will also be live entertainment.
Kevin Gallagher, Santos managing director and CEO, said "bringing this event to Narrabri is all about ensuring we make a positive social contribution in the communities where we operate".
