The plan requires changes to the Local Environment Plan 2012 to facilitate the N2IP's development, including the changing of land zones.
In a statement, the council say the proposed rezoning changes "do not affect the current land use" on the neighbouring properties.
The plan has now been forwarded to the Department of Planning Industry and Environment (DPIE) for further assessment.
What they decide will determine how the council will proceed with the proposal, and under what conditions.
Council will then be able to ascertain what mandatory consultation processes will be required.
To date, council says they have carried out extensive consultation, which encompassed 45 landowners near the precinct, including six separate letters from January this year.

The letters advised of the progress of the planning proposal's draft for the rezoning of the land.
The changes included the rezoning of the land to three different zones: SP1 special activities, SP2 infrastructure and E3 environmental management.
"Council staff have also met with over 75 per cent of interested stakeholders in one-on-one meetings," their statement read.
They said they "will continue to engage extensively with adjoining landowners and the community on the planning proposal and development of N2IP."
