That's the view of a local highway patrol officer ahead of a road safety forum, which will include police, ambulance, NRMA and psychologist perspectives on the issue.
Traffic and Highway Patrol Command Peel cluster acting Senior Sergeant Mick Buko said he hoped some "fresh ideas" would come out of the event.

"The road toll is a really important issue; it's not just about police going out and issuing fines," he said.
"It's about education, having discussions and talking about how to fix this problem.
"That conversation has to start in households, rather than me sitting out on the road.
"But two heads are better than one; there will be a whole heap of very experienced people [at the forum] and I hope there will be some fresh ideas to come out of it."
Organiser Brian Gregson decided to put together the event after watching the road toll keep ticking over.
"The rising road toll is an ever-present tragedy and I believe we as a community need to come together to find ways to stop the carnage," he said.
To date this year in NSW, 239 people have lost their lives in road crashes, up from 236 by the same time last year.
The forum coincides with the annual Tamworth Young Drivers Expo, which is being held from August 27 to 30 at Tamworth Regional Entertainment and Conference Centre.
