State Industry Minister Ben Carroll will team up with Victoria's Lead Scientist Dr Amanda Caples and Swinburne University of Technology's Associate Professor Alan Duffy on Monday to launch the bid.
"Victoria has generations of manufacturing experience and major companies willing to invest," Mr Carroll told The Herald-Sun. "This makes us the perfect home for the Australian Space Agency."
The new national space agency was announced in the federal government's May Budget.
