Mr Pullen was found dead by the side of a road near Singleton in September 2018.
Mr Bowtell, now 37, is the fifth person to be charged in relation to the alleged murder of Mr Pullen, who was killed a day after he arrived in the Hunter to help the NSW Rural Fire Service prepare for the bushfire season.

Mr Bowtell will appear in Muswellbrook Local Court on Monday charged with hindering a police investigation and two counts of concealing a serious indictable offence.
Joshua Knight and Nicole Mason have been charged with murder over the death of Mr Pullen, while Lilli-Jane Kaye Sales and Ivy-Jean Ward are charged with being an accessory after the fact.
Police say Mr Pullen was seriously injured when he was struck by a vehicle that left the scene but returned a short time later when someone struck him in the head.
