The 19-year-old is in custody in Armidale, charged in connection to the fire in the early hours of Sunday.
Two people were home inside when the Allingham Street home erupted in flames about 12.45am.
Emergency services rushed to the house after reports the fire had taken hold.
The two occupants were able to escape without injury to safety.

Firefighters managed to extinguish the blaze shortly after but the house suffered extensive damage.
Police setup a crime scene at the home after investigators deemed the fire was suspicious.
Officers, including forensic police, examined the crime scene.
Investigations then led police to a 19-year-old man who was arrested at a hotel on Marsh Street in Armidale at about 12.20pm on Sunday.
He was taken to Armidale Police Station for questioning and later charged with damaging property by fire.
Police will allege the arson is domestic violence-related.
He's been refused bail to appear in Armidale Local Court on Monday.
Investigations into the fire are continuing, police said.
