A number of competitive expressions of interest were submitted by companies for the detailed design, build and operation of the project.
On Tuesday, the council will decide whether to request formal tenders from five companies just two months after the project was approved under strict conditions by the Northern Regional Planning Panel (NRPP).
The council will own the facility but an external company will manage day-to-day operations.
There are a number of issues to nut out at the meeting, including whether the council or the operator should hold the Environmental Protection Licence.
