Being unable to do so with consultants and industry representatives in a timely manner has hindered action - a problem soon to be fixed.
Tamworth Regional Council will vote to remove the 'Regional Aviation Strategic Development Committee' from its register of special purpose committees, working groups and external boards, committees and organisations structure.
In its place will be the Tamworth Regional Aviation Strategic Development Working Group.
Council will vote to approve all councillors as members, with the mayor of the day appointed as the group's chair.
The Working Group will also be able to get input from industry specialists and stakeholders as required.
"Having the ability to convene meetings quickly to deal with important matters and to also involve outside consultants and industry representatives in roundtable discussions is a sound approach," the recommendation to council reads.
As a result of the far-reaching impacts COVID-19 restrictions on travel and border closures, Tamworth Regional Airport's financial position as a self-funded entity of council has been impacted.
From March to August this year, passenger numbers are only 15 per cent of what they were last year.
Revenue for the last three months of the financial year was cut by half.

Approving changes to the group means council can get expert input from outside sources to work out the best way forward, especially in relation to a number of important airport related agenda items.
These include Blueprint 100, the potential of international air freight, and the business relationships between the Tamworth Global Gateway Park.
"It is intended the working group meets more regularly than its predecessor due to its greater flexibility," the report reads.
The Working Group will not, however, have a budget or authority to expend Council funds, with any allocation of funds requiring a resolution of council.
