Jones said that if Psarakis "wants the job", he would be "happy to support him".
"But at the end of the day, it's totally up to Terry," he said, adding: "With the support of the current board, he'd be the man to steer us out [of the COVID crisis]."
Jones said Psarakis had done a "great job" since being appointed interim chairman.
"He's a great person, he knows a lot of people, he's got a lot of experience and he's passionate about sport," Jones said.
Psarakis - who operates Psarakis Accounting in Tamworth - was appointed interim chairman when Ray McCoy stood down as chairman in July, before his term had ended and after the 2020 Group 4 season was cancelled because of the pandemic.
Psarakis's numerous sports administration roles include Country Cricket NSW deputy chairman and Central North Cricket chairman.
He's a great person, he knows a lot of people, he's got a lot of experience and he's passionate about sport.

He and his board have overseen the creation of the inaugural Wests Entertainment Group 9s - a big hit since its launch this month.
"The whole board is very happy," Jones said of the WEG 9's success, adding: "I didn't expect it to be so successful."
Jones said the 2021 Group 4 season would be "bigger and better" than ever, despite what he believed would be the lingering COVID menace next year.
"I think Group 4 will be played [next year] ... I think it's gonna be a very exciting year next year."
