The election means the end of Cr Hope's career on the council, and before the election occurred he thanked many people who helped him along the way.
He noted some of the key achievements during his time as the construction of the Willow Tree pipeline, the beginning of the Mystery Road project, the opening of the new fire control centre in Quirindi, and the Quipolly water strategy.
"It's an honour for me to have served the community in this way and I give my very best to the next mayor," Cr Hope said at the meeting.
Cr Hawkins and Cr Cudmore will now serve in their roles until the local government elections in 2021.
