The heritage-listed building has been approved to get new floors, for a outside toilet to be built, as well as a few repair jobs on the outside.
Minister Tory Cayzer said it was a "relief" to get the development application approved by Tamworth Regional Council.
"It is a heritage building, and we maintain the integrity because it has an important part in the community, so it's good that council have recognised that we are looking after the building and will continue to do so," he said.
The ministry has enough money to start work on the floors, and are awaiting the outcome of a grant they've submitted to the government, with a decision scheduled for later this year.
"It's good for the local economy - local builders involved, all the money stays here, so it's good for everyone," Mr Cayzer said.
"Especially with COVID, it's been a downer of a year, so this is certainly good news."
However the generosity of the community has given them the funds to commence works.
The building, while already host to senior, child and youth group meetings, Mr Cayzer said plans to expand activities are in the works.

"We have plans to grow here in Kootingal - we have a strong base in Moonbi, but we want to expand things here," he explained.
"As we get ready for the future, it's something we need, a safe building, adequate bathrooms."
