The Summer 7s was shifted to February this year because of the drought, but Tamworth said the event clashing with preseason training meant it did not happen.
Magpies president Mitch Hanlon is confident the upcoming tournament will be a hit.
He said: "We think the world's gonna be opened up well and truly by September."
Hanlon has promised a "carnival-like atmosphere" for the tournament.
"We find families come down to watch the footy, have a sausage sizzle and sit on the grass," he said.
"Quite often we've got someone's Christmas party in there, and they're all having a good time.
"So it's really casual ... No one's playing for sheep stations."
Hanlon said that the Bears field a team, they would be hard to beat - based on past experience.
"They've come in and they play hot-potato touch football and carve up all us rugby types," he said.
