The move follows the NSW government further relaxing COVID-19 restrictions this week.
NNSWF chief executive David Eland said in a statement that state sporting organisations had been informed that the framework would be distributed to sports when the current Public Health Order was lifted.

He said: "NNSWF has been preparing for the lifting of the PHO and the resumption of community sport by drafting football specific guidelines which will clearly outline how clubs[,] in the first instance, resume training."
Eland said the return-to-training guidelines needed to be assessed against the Office of Sport framework to ensure football was compliant.
He said the anticipated lifting of the PHO in NSW, and similar actions in other states and territories, had prompted Football Federation Australia to give member federations the power to resume football activities when possible.
"NNSWF is committed to lifting the suspension and allowing clubs to return to training as soon as possible," he said.
But before this occurs, he said related guidelines needed to be approved by the relevant government authority.
He added that NNSWF's board of directors needed to have "every confidence" that management had taken "reasonable steps to ensure that zones, clubs, coaches and players and parents are aware of the guidelines and have the capacity to comply fully".
"NNSWF has a responsibility to ensure the health and safety of participants and the broader community," he said.
