Mr O'Neill has offered the toilet paper up to pensioners for free. He's giving out six of the large rolls to each customer.
"We've had a lot of people come in," he said.
"By the time a pensioner gets their pension, they can struggle [to get any toilet paper].
He added: "The common one [story] is they've gone here, there and everywhere and can't get it. Even gone down first thing in the morning and can't get it."
Mr O'Neill will give the toilet paper out until there is none left.
"They won't last forever but hopefully they can go to good use," he said.
He expected all the toilet paper to be gone by the end of the day on Wednesday.
