The council is putting its controversial organic waste recycling plant up for debate.
The project has been a flash point for parts of the community since the concept was floated in 2016 and now the council wants the $15 million project done by mid-next year.
When the DA for the project went on public exhibition, it received more than a 100 submissions, but the council discounted half of them as ineligible.
As if there wasn't enough drama, the council has been called on to fund a $100,000 "emergency water supply plan".

As the dam approaches 10 per cent capacity, the council could get cracking on some back-up options.
