Minister for Finance and Small Business Damien Tudehope and NSW Small Business Commissioner Robyn Hobbs also spoke at the event.
The two have been on a tour of the North West in the past week speaking to small business owners about the impact of the drought.
Narrabri mayor Cathy Redding said the council was "honoured to host this important event".
"The Small Business Summit was an excellent opportunity for local government and state government representatives to speak openly and honestly to one another about current drought and economic conditions in northern NSW," Ms Redding said.
Ashley Watt from 'Why Leave Town' Promotions and Stuart Southwell from Narrabri Real Estate provided valuable insight into current small business conditions in the region.
They also gave possible solutions to the challenges small businesses and communities are facing.
After the summit, Mr Tudehope and Mrs Hobbs spent the remainder of the day speaking with business owners from across the Narrabri shire and were also treated to a farm tour.
Small Business Commission and Australian Taxation Office representatives were chaperoned by Narrabri Shire Council staff where they liaised with a varied cross section of business owners.
This was to gain an economic snapshot of the shire.
