Mr Cox says he's borrowed against his home to fund his campaign and has set up a facebook page to raise his profile.
His main focus will be on trying to stop the planned expansion of coal mining on the Breeza Plains.
"New England voters are telling me they are dissatisfied with the National Party's perceived ties to the coal mining industry, while many others are indifferent to Mr Windsor following his choices in his final term in office," Mr Cox said.
He said voters wanted Australia's reliance on the coal industry to be replaced by renewable energy and innovative technology.
