The 31-strong squad was unveiled n front of a packed gallery in the Qantas Hangar at Sydney Airport yesterday.
Carter was in calculations for one of the second row spots, and has been named in an extended Wallabies squad for the USA Eagles Test at Soldier Field, Chicago, on September 5.
The squad comprises 17 forwards and 14 backs, and will be captained by Stephen Moore in his third consecutive Rugby World Cup.
The Wallabies will commence their preparations with a camp in Sydney this weekend, which will include a public farewell event at Martin Place next Thursday.
They will play their opening match of Pool A against Fiji at Millennium Stadium, Cardiff on September 23, followed by Uruguay at Villa Park, Birmingham on September 27.
The Wallabies will then take on England and Wales at Twickenham in London on October 3 and October 10, respectively.
