The bill, which has cross-party support, seeks to set up a regulatory body with the power to licence medical cannabis growers.
It would also enable GPs to prescribe marijuana to patients suffering from conditions where trials have shown the drug to be a useful treatment.
Driven by federal Greens Senator Richard Di Natale, it also supports the establishment of clinical trials where there is emerging evidence of marijuana being effective.
The bill is expected to be tabled in the lower house next week.
It comes less than a week after Tamworth hosted the Inaugural Australian Medical Cannabis Symposium.
