Four women are among the nine new faces promoted - Eleni Petinos, Natasha Maclaren-Jones, Wendy Tuckerman and Steph Cooke.
Liberals James Griffin and Mark Coure, and Dugald Saunders, Ben Franklin and Sam Farraway, of the Nationals, step up.
Our new Ministry harnesses experience, while allowing for renewal and injecting fresh energy into the team, Mr Perrottet said. Its a team with purpose, carefully shaped to deliver on our vision. My expectation is that every Minister will work hard to improve the lives of people across our state at a critical time in the history of our state.
There are nine first-time Ministers in the new-look Cabinet which includes the three new portfolios of Minister for Cities, Minister for Homes and Minister for Science, Innovation and Technology.
It follows a weekend of activity. Two MPs announced their retirements - Special Minister of State Don Harwin and Local Government Minister Shelley Hancock told Mr Perrottet they will not contest the next election. They were not considered for roles.
Long-serving Nationals MP Melinda Pavey revealed she was dumped from cabinet over the weekend. Ms Pavey, the most senior woman in the lower house, said she would continue to serve for her party.
Northern Tablelands MP Adam Marshall will join Ms Pavey on the backbench.
Goulburn MP Wendy Tuckerman will replace Shelley Hancock as minister for local government.
It's a meteoric rise for the MP who was elected in 2019 following Pru Goward's retirement in Goulburn.
Nationals' deputy leader Bronnie Taylor, now the party's most senior female, will be responsible for regional health.
Mr Toole, who replaced retiring MP John Barilaro as NSW Nationals leader, said: "I am so proud of the new talent coming through the ranks of the Nats. I know they are going to bring fresh ideas to our government and throw all their energy into helping us build a bigger, brighter future in the regions".
"The past three years have been some of the most challenging in our state's history - drought, fires, floods, a global pandemic and now more floods."
