The Boars number nine edged out Werris Creek co-coach Cody Tickle for the award, finishing with 15 points to Tickle's 14 with Kootingal's Ryley Mackay and North Tamworth's Tom Woolaston equal third on 12 points.
Swan was delighted when advised he had won the honour.
"That's awesome," he said.
"Great news".

He had done the "hard yards" in pre-season training and that had paid off for him and his team, he added.
The 30-year-old plumber, who has played for the Boars since the under-18s, deserved the accolade said Tickle.
The Werris Creek co-coach said Swan was outstanding.
"He is a great defender and when they get a roll-on very dangerous from dummy half," the talented Magpies backrower said.
"He was up there with all the good players all year. He deserved that award. I'm pretty happy about running second."
Moree Boars club president Todd Mitchell applauded Swan's season and attitude.
"He's a great little player," he said.
"Works hard on and off the field."
North Tamworth's Kim Resch secured the ladies league tag best and fairest with an outstanding 22 points. She finished seven points ahead of Dungowan Cowgirl Jada Taylor with Werris Creek's Jess Baker (15) third.
North Tamworth's Damien Cutmore meanwhile prevailed in the second grade B&F, polling 16 points. Manilla captain-coach Mitch Doring (14) was second with Moree's Adrian Smith a point back in third.
The under-18s was the closest of all four grades, four players finishing within a point of each other.
Gunnedah's Bailey Swain and Dungowan's Mitch Henderson shared the top award, polling eight points each. Kootingal's Jordan Leota and Werris Creek's Dylan Smith were just a point behind on seven.
Swain and Henderson also finished one-two in the under-18's pointscoring with Swain collecting 70 points and Henderson 62 with Henderson also second in the tryscoring department, crossing for seven tries, one adrift of Narrabri's Billy Youman.
Group 4 chairman Terry Psarakis said the award winners were "all deserving recipients who had polled consistently throughout the shortened season".
