The $1.6 million project boasts the latest technology and services for education and research, as well as spaces for leisure and relaxation.
Liverpool Plains Shire Council mayor Doug Hawkins said the library would support education outcomes with spaces for study, meetings and group activities.
"We now have a state-of-the-art library and community space that will serve our ratepayers and visitors for many years, even decades to come," he said.
"The building is environmentally sustainable with all building materials and services being energy efficient and compliant with the relevant codes.
"The building itself represents the innovation and art and culture of the community with a dedicated public art gallery."

The library will provide access to the internet, printers, scanning and fax services.
It was officially unveiled by Member for New England Barnaby Joyce, who was confident the space would leave a legacy for the community.
"This redevelopment is sure to reinvigorate activity and use of the library, offering the chance for school students and all residents to take advantage of state-of-the-art facilities and resources," he said.
The project was a collaboration between sister city Blacktown City Council, the Central Northern Regional Library, the State Library of NSW and the state and federal governments.
