Both vaccinated and unvaccinated citizens across the state can enjoy a dip from Monday, including in the local government areas of concern.
Construction sites also return to full capacity today.
It comes as the state edges closer to 70 per cent of the population aged over 16 being fully vaccinated, with the "freedom roadmap" expected to be released this week.
Yesterday, Premier Gladys Berejiklian said it was time for NSW residents to plan Christmas holidays.
"In NSW it is definitely safe to book for Christmas, to think ahead for the future but also to definitely look at November as a month where you can start planning."
While in Victoria, more freedoms will come into affect from Wednesday when some restrictions will ease.
Residents of locked down areas will be able to travel 15km from home, up from 10, while patron caps in regional venues will increase from 20 to 30.
Golf and tennis are also back on the activities list.
mRNA vaccine manufacturing in Australia
Federal Health Minister Greg Hunt says Australia is making progress in being able to manufacture mNRA type vaccines.
At the moment, mNRA vaccines like Pfizer and Moderna have to be imported from overseas, but the AstraZeneca version is made by Australia's biotech giant CSL in Victoria.
"We are working on a number of fronts but we're making progress and I am confident that we will be in a position to say more in the coming months about this if not earlier," Mr Hunt told reporters on Sunday.
Orders for under-performing super funds
From today, 13 super funds will write to 1.1 million members, urging them to switch where they invest their savings.
The letters come after the funds were found by the financial regulator to have failed key performance tests.
The tests found that $56.2 billion was invested into underperforming funds.
It's the first time the measures have been taken under the federal government's new Your Future, Your Super reforms.

Earthquake hits Philippines
An earthquake of magnitude 5.7 has struck south of the Philippines capital Manila, the Philippine Institute of Volcanology and Seismology says.
The agency said the quake struck at a depth of 74 km early on Monday morning and that aftershocks and damage could be expected.
