Magistrate Julie Soars said the woman, who cannot be named for legal reasons, had been notified that she needed to attend Tamworth Local Court on Monday, but had not.
Police prosecutor Sergeant Rob Baillie requested the matter proceed in her absence.
Ms Soars read a police fact sheet handed up by Sergeant Baillie relating to the alleged pursuit, which police claim led officers through the Tamworth CBD before they were forced to call it off due to safety concerns.
"So it's unlikely to be dealt with by way of fine," Ms Soars said.
Sergeant Baillie said he agreed.
