Croft Developments CEO Graeme Croft said the centre will employ about 180 full-time-equivalent staff.
Including fit out, the project will likely cost as much as $30 million, he said.
"Commonwealth have deemed Tamworth as an area of high need. They don't just allocate approvals without there being assessment of need," he said.
The site is currently a grassy field between the Ringers Road carwash, GJ Gardiner Homes and the Good Guys. The Longyard Hotel is a neighbour to the rear of the new facility.

Mr Croft said the company had looked high and low across Tamworth and judged that the location was "the ideal site".
"The difficulty with Tamworth is it does have a lot of land that's low lying and flood prone," he said.
"Projects like this we need to have it so that it's got full accessibility in times of flood and inclement weather. That's not the case in a lot of other locations. We did search pretty high and low for a site that would be big enough for this projects. Ringers Road came down to be the ideal site."
Preliminary earthworks are set to get underway on the project by about October, with construction on the Ringers Road project is set to get underway by early next year.
The construction should take about 12 months.
Once finished, the aged care home will be run by Signature Care.
"We think it's a great development for the town. It'll bring new diversity for care and accommodation to the town that's not there and just gives more choice for families to bring their loved ones back to Tamworth, which has got to be good for the area and the growth of Tamworth generally," Mr Croft said
The aged care home will be the city's first outside of North Tamworth. It was approved by Tamworth Regional Council last year.
The unit will feature 71 beds on the ground floor and 73 on the first floor.
