Donald Sullivan appeared in Tamworth Local Court via video link from custody on Monday.
Aboriginal Legal Service solicitor Gemma Ridley made an unsuccessful bid for his release.
She told the court 19-year-old Sullivan was just one of a group of 10 to 15 people who were involved in the alleged assault in West Tamworth on Friday night.
She said the prosecution case was not strong, and that Sullivan was actually being restrained by police when the officers, a 42-year-old woman and a 25-year-old man, were hit.

"There is no suggestion that it was Mr Sullivan's conduct that caused those injuries," she said.
Magistrate Julie Soars flicked through the police facts from the incident, which allegedly took place just before 8:30pm on Friday, after a car was stopped for a random breath test on Sue Crescent.
"The accused has lashed out with his elbows on a number of occasions ... so the allegation is he did hit them with his elbows," Ms Soars said.
The court heard Sullivan was already on bail for other matters, though Ms Ridley argued it was not "the strictest bail the court has ever seen" and that his other charges related to different types of offending.
She said the 19-year-old was a young Aboriginal man who had already been involved with the court system.
Police prosecutor Rob Baillie opposed bail, arguing there was a strong case against Sullivan with the observations of police at the scene.

Ms Soars denied Sullivan's bail application and ordered him to remain in custody while evidence is compiled.
She said although there are concerns with the overrepresentation of young Aboriginal men in custody waiting for their matters to proceed, Sullivan was already on bail for other serious charges.
Both officers were taken to Tamworth hospital after the alleged assault. The woman was treated for a dislocated shoulder and the man was treated for a suspected broken hand.
Sullivan faces a string of charges including two counts of assaulting a police officer in the execution of duty and causing actual bodily harm; resisting an officer in the execution of duty; and giving a false name to a police officer.
Police allege Sullivan was a backseat passenger in a Holden Commodore that was stopped for a random breath test on Sue Crescent, West Tamworth, just before 8:30pm on Friday.
Police claim they spoke to him and he refused to give officers his details before getting out of the car and running away.
Two officers gave chase and managed to stop Sullivan, but police allege that a group of bystanders surrounded officers and attacked them from behind, hitting them repeatedly, as they struggled with Sullivan.
The police assault case was adjourned to September, and Sullivan will appear via video link.
He has not yet been required to enter pleas.
