Teah Rose Luckwell, 22, was living in Homes North social housing on Robert Street when she was allegedly murdered by former neighbour Jesse Leigh Green in the early hours of March 28, 2018.
Temia Lindquist-Ford worked for Homes North and gave evidence at Green's special hearing in the NSW Supreme Court on Friday.
She said Ms Luckwell had made two formal complaints about Green when he lived in the unit next door in late 2017, and asked to be transferred to a different home.

"Teah come in twice and said that he was violent towards her, he had her around the throat, up against the wall," Ms Lindquist-Ford said. "She didn't want to take it further because she was, like, scared of him."
The court heard Ms Lindquist-Ford had advised Ms Luckwell to go to the police, but she refused.
"She was worried obviously of what was going to happen if she did."
Ms Lindquist-Ford gave evidence Ms Luckwell had told her Green used to come over to her unit "whenever he wanted" but she couldn't tell him to leave because she was "scared of his reaction".
During cross examination, defence barrister Stuart Bouveng asked Ms Lindquist-Ford if she'd spoken to Green himself about the complaints, or any witnesses.
"No," she answered.
Crown prosecutor Brian Costello also called Homes North employee Jodie McNamara as a witness.
The court heard details of two complaint forms Ms Luckwell had filled out against Green, as well as her application to be transferred out of the Robert Street unit.
The court heard she had "desperately" wanted to leave but the application was denied after Green moved out, as he was her main concern.
Green is accused of stabbing Ms Luckwell to death inside her Robert Street unit on March 28, 2018.
The murder hearing will continue in September.
