Tamworth Regional Council's (TRC) draft Urban Street Tree Management Plan is designed to increase the city's green canopy in a responsible and sustainable way.
It includes a number of lessons learned through the recent drought about the types of plants that can survive harsh conditions, councillor Helen Tickle said.
"We want to green and cool the Tamworth region and we want it to be more liveable," she said.
"We want to have aesthetic benefits, which trees and other greenery bring to the community, we want to see improvement in subdivisions and green-up our open spaces.
"With the community we know this can happen, we already have community groups that are taking up these projects; but the key to this is selecting the right species of tree and planting them in the right place."
One of those projects was a community tree-planting across from the croquet club at Fitzroy Street, organised by Penny Milson.
The event saw 57 native trees planted by people aged from 12 months to 81 years.

"I'd really love to see this model considered for other parts of Tamworth and our smaller towns and villages," Ms Milson said.
"I'd like to give a plug where appropriate to give priority to natives.
"Birds, bees and bats are fundamental parts of our ecosystem and in fact we need them more than they need us."
The plan is on public exhibition for the next 28 days and is available on TRC's website.
