The Armidale Blues co-coach has served as vice-president since 2017 and takes over the presidency role from Barry Ruddy.
Stephen said he was excited by the opportunity he's been given.
"It's a great honour to be in charge of such a great organisation," Stephen said.
"Country rugby has been underpinned by thousands of volunteers who give everything for their club week in, week out to provide players an opportunity to play the game.
"I thank Barry Ruddy for his service. Barry's been an exceptional leader for the last 10 years. It is an exciting opportunity to take over and I'm very well supported by an active and enthusiastic board."

Stephen was introduced to rugby union by his father Gerard, better known as Moose, which kick started a passion for the game.
"I've been very lucky to have the example set for me by dad about what it takes to be a part of the rugby community," Stephen said.
Stephen's association with the game stems back to running up and down the sidelines as a ball boy for City United, who merged with Old Boys to become the Armidale Blues.
The Blues life member went on to play with the club he now coaches and got into the administration side of things in 2008.
As NSW Country Rugby Union president he wants to ensure he can help provide the "the best experience for our players that play the game in regional NSW".
