The woman recovered her keys from the grass nearby and alerted police. She was not injured but was distressed by the incident, officers confirmed.
Detectives were called in to lead the police probe and have been investigating the robbery, making two previous public appeals for witnesses.
Police got the breakthrough they needed on Monday and arrested a 17-year-old boy who went to Tamworth Police Station just before 6pm.
He was questioned by detectives and later charged with two offences.
