Industry Capability Network (ICN) is a government funded not-for-profit designed to make sure small to medium businesses aren't overlooked when corporate giants procure resources for major projects.
At the $696 million Narrabri to North Star section of the Inland Rail project alone, 97 work packages are available.
While at the $500 million New England Solar Farm development, there are contracts for anything from cleaning and surveying works to drinking water supplies, ICN Hunter and north-east NSW regional manager Dusko Bajic said.
"We visit suppliers and find out what they can offer and how they can be more visible when opportunities arise to present themselves in the best possible way," he said.
"Usually what happens when large projects come if nothing is done, contractors have an established supply chain and don't need the locals - because they have their own suppliers who are able to deliver what is needed.
"The contractor isn't forced to implement a local industry participation plan if they prefer not to do it."

New England Solar Farm project director Tim Greenaway said their principal contractor has worked closely with ICN and the Uralla Business Chamber to find work opportunities for local businesses.
"We want local businesses, suppliers and workers putting their hand up for work," he said.
"It's a positive way for the economic benefits of the solar farm to be shared with the local community and businesses."
It includes road works, electrical and site works, fencing and more.
So far, there have been 270 registrations of interest from businesses through the ICN portal keen to work on the project.
