The council will write to the premier to ask for government and non-government agencies to move into West Tamworth and push Tamworth MP Kevin Anderson to support the Matrix drug rehabilitation program.
The idea for West Tamworth is to host social services at The Youthie.
Councillor Russell Webb said it didn't include police establishing there.
"But there are a lot of government and non-government agencies in that area and it wouldn't hurt for us to have more interaction on that side of the river and certainly at The Youthie," he said.
The council will write to Mr Anderson to lobby for a unique drug rehabilitation, Matrix, and Cr Webb asked the public to call for support on the Matrix program.
"I think we still need to certainly move forward and ask for Kevin's support, part of that program will hopefully deliver to our community more trained people to our region and that's one of the things that we really do need to home in on," he said.
The 16-week intensive helps heal drug addicts while still living in the community, rather than moving them into a residential program.

Councillor Juanita Wilson said she had substantial feedback on the program from those involved.
"The Matrix Model program is really working on a program that keeps the person within the community and we do need more information on this," she said.
"We need to go into this eyes wide open and make comparative choices, certainly follow through and get more information but make sure we're making the best choice - not a choice."
The Matrix rehabilitation program also has the support of Cr Phil Betts and Cr Charles Impey.
