Mayor of Moree Katrina Humphries told the Leader the flood posed an "unknown" threat, despite several urgent warnings and an evacuation order from emergency services.
"We are dealing with the unknown; we saw a big flood peak at Gravesend so we know there is some serious water coming," she said on Wednesday morning.

Cr Humphries said the town's residents - many of whom had been ordered to evacuate on Tuesday night and Wednesday morning - were listening closely to warnings from authorities.
"People have been wonderful, the community was really into it this morning, there was a lot of bustle about as people packed up and we're ready," she said.
The Mehi River at Moree is expected to peak at a major flood level of more than 10m later on Wednesday night.
An evacuation centre has been set up at the Moree PCYC for those that need to flee to higher ground.
Fire and Rescue NSW, State Emergency Service (SES), Rural Fire Service (RFS), police, ambulance officers, and other emergency services and volunteers are on the ground at Moree, and have aerial back-up if flood rescues need to take place.
Strike teams and incident management staff from the RFS and Fire and Rescue NSW stationed in Narrabri headed to the Moree community on Wednesday morning to help assist with the major flood crisis.
