Four groups are included in the bold masterplan, which is yet to be funded by the state or federal governments.
The Tamworth Astronomy Club is one of these groups.
Club president Garry Copper said the Tamworth Regional Astronomy and Science Centre was "pretty locked in as it is", but said upgrading access to the precinct through the proposed rubber-tyred train would "tie it all together".
"We think [the council] is on the right track to make it a tourist destination rather than a subdivided destination," Mr Copper said.
"We're pretty rapt in the idea that they're hoping to consolidate it and we only see positive things from it going ahead."

Club member and Tamworth councillor Phil Betts said the overall masterplan would be "an absolute benefit ... because it's going to be an iconic tourist attraction".
"It will allow greater exposure because there'll be people coming up to all those other facilities and they'll have access to the astronomy club and see what it's all about, and that will then generate interest within the club and community and potentially bring new members," Cr Betts said.
"The overall masterplan brings all the ideas and groups together under one strategic plan."
Just nearby in the Victoria Park precinct, the Tamworth and District Model Engineers, who run the Tamworth Miniature Railway, are expecting a huge increase in numbers if the proposed works come to fruition.
"A decent plan around there will improve the facilities for the community as a general rule, and that may be more attractive for people to come to Victoria Park and while they're there, they'll visit the railway," club secretary Ray Hare said.
He did admit it would be a daunting task if more visitors were to check out the miniature train, when past operating days already had them "running at full tilt".
"We're modestly pleased with the idea of having the plan but ... we're already doing pretty well," Mr Hare said.
