The project was delayed when it was dealt a backhand by the pandemic, it will see the club go from 11 championship-grade courts to 13.
Tamworth Regional Council (TRC) is at the helm of the outside build, while Wests Entertainment Group chief executive officer Rod Laing will handle the new clubhouse, change rooms and pro-shop.
"I've been in discussions with the council and I think we are on track to commence building in December," Mr Laing said.
"As far as the clubhouse is concerned we are in discussions with the architect to request more drawings and estimates to put that out for quotes as well.
"We're really fired up with it, we're in a position to proceed; we did have that setback for a couple of months but we are back up and running now full steam ahead."
The council's own timeline has early-2021 slated to engage a design consultant and confirm project funding.
Quotes recently closed for a specialist design consultant, and the council is in the process of evaluating the submissions, a TRC spokesman said.
"We expect to meet with the other project stakeholders over the next few weeks to agree on a project delivery plan, after which we will be in a better position to provide an update to the community," he said.
Nine of the new courts will be championship-grade hard courts including a show court, with four made of synthetic grass.
The development includes fencing and event lighting; spectator viewing areas; upgraded car park lighting; a new tennis pavilion with meeting rooms and office space; a community play-space and improvements to landscaping, signage and walkways.

Mr Laing said the intention was always to make sure the courts were at a tournament or championship standard.
"The concept is not just about looking after and fostering local tennis, but bringing events of our own up there," he said.
"We're hoping to have it open in six months from there, around June.
"I know there will be a meeting between Tennis NSW, the council and ourselves in the not too distant future."
