It comes after the board stood down and Racing NSW launched an inquiry into the "tendering and procurement process" for "significant expenditure".
Racing NSW General Manager of Industry and Analysis Scott Kennedy said Jewell is "an experienced racing official".

Prior to retiring in the last 12 months, he was the CEO of the Wyong Race Club. Previously, he worked for three years as New Zealand Thoroughbred Racing's General Manager of Racing and Operations.
Kennedy said his position reports to Racing NSW and includes oversight of the club. He commenced in the role on Thursday, and will serve as the administrator until the inquiry is completed.
The state body is also working with the TJC on the performance of it's track after the club's two most recent meetings were transferred.
