The quality of nominations this year were outstanding, TRC cultural and community services manager Kay Delahunt said.
"Council holds these awards each year and each year it's amazing the innovative concepts that are developed as well as the selflessness of volunteers in organisations and individuals who go out of their way to assist people with disabilities," she said.
The individual award winner was John Tucker for coordinating 18 destination trips in the last year for people with disabilities and elderly residents.
The highly-commended went to the Leader's own Kira-Jane Chidgzey for a magazine feature that raised awareness for support services available to the disability community.
