The owner made the gruesome discovery of the bodies of the Jack Russell dogs on a property on Wearnes Road at Bundarra.
Police were alerted after the owner discovered the dogs in a "partially decomposed state", and now investigators believe they were shot by a .22 calibre rifle, some weeks ago.
"It appears they had been shot by a .22 calibre rifle," a New England police spokesperson said.

"It is possible the dogs had been shot from the roadway into the property."
Police are investigating and believe the dogs were killed between October 18 and 27, but the bodies were only recently discovered, "partially decomposed".
"Anyone with information about this incident is asked to contact Inverell Police Station on 67220599 or Crime Stoppers on 1800 333 000," the police spokesperson said.
Investigations continue.
