Tamworth Regional Council (TRC) confirmed during the first week of Level 3 water restrictions, Tamworth locals used an average of 17.03ML per day.
That's only one megalitre more than the target under severe Level 5 rules.

With the new restrictions in Tamworth, Moonbi and Kootingal, the goal is 21ML per day.
"It is great to see that despite the easing of restrictions, residents are still using water conservatively," a council spokeswoman said.
Usage is expected to spike as the days warm up.
Chaffey Dam was sitting at 33.47 per cent on Thursday afternoon.
The water source must hit 35 per cent full before restrictions can be eased further.
Rain is predicted to fall in the Tamworth region on Friday, and could bring a thunderstorm.
