Danilo D'Ambrosio was also on target in the Nerazzurri's victory as they moved on to 10 points past Atalanta, who were beaten 3-1 at home by Sampdoria.
The Bergamo side saw Samp drew level with them on nine points in fifth place. Genoa remained on four.
Belgian Lukaku controlled a good ball from Nicolo Barella before firing in his fifth goal in as many games, striking in the 64th minute to break a lacklustre stalemate, before D'Ambrosio nodded home 15 minutes later.
In Bergamo, Samp's veteran skipper Fabio Quagliarella struck from a tight angle, and had a penalty saved in the 45th minute, before Morten Thorsby headed in for 2-0 on 59 minutes.
"In these kind of games the coach is responsible," Atalanta boss Gian Piero Gasperini said.
"We played a good game but were not dangerous, then on the first occasion (they attacked) they scored. I experimented a little today. The team was a sort of construction site."
The hosts pulled one back in the 80th minute, when substitute Duvan Zapata converted a spot-kick which was awarded, like Quagliarella's, after video review but Jakub Jankto rounded off the win in stoppage-time.
Second-half goals from Luis Alberto and Ciro Immobile gave Lazio a 2-1 win at home to Bologna, for whom Lorenzo De Silvestri scored a late consolation.
Sassuolo stay second on 11 after their 3-3 draw at home to Torino on Friday, a point behind AC Milan, who have a maximum haul of 12 points from their four games.
