The Tamworth Business Chamber (TBC) board met on Thursday and were "forced" to cancel this year's summit for the second time.
TBC president Jye Segboer said it was a tough call, but one that had to be made.
"The restrictions are what they are and we have to respect that," he said.

The main issues facing the summit were border closures and limits on how many people could attend the venue.
The 150 or so delegates with tickets can opt to hold them over to the next summit, or be refunded.
Mr Segboer said TBC is planning a series of online workshops during October, to help Tamworth industries get through this tough time.
"It's vital we remain connected to the business community and they feel that there is relative information available for the times we're in," he said.
The virtual program would centre around COVID-based challenges and include workshops on things like cash flow management, succession planning and cyber security.
The summit was scheduled for October 14-15, after being pushed back from the original March dates when the pandemic first hit.
